It doesn't so much filter people as it filters what they're saying. You can be temporarily flagged as a spammer if you exceed a certain threshold of spam in a given time period. But things being reported as spam don't directly do this (it has to be re-processed back into the spam filter, which only happens a few times a day, then you'd have to re-send the possibly newly flagged spam).
