2. If you guys recall, lockouts were only part of the raid game for the majority of the time. Sony added them to group instances the same time they added Monster Missions (the one's in Undershore come to mind) to stop people from farming the 2 easy MM's for AA's back to back to back. It had nothing to do with gear.

It has EVERYTHING to do with gear. It's about limiting the rate gear enters the world. When all gear dropping npcs were in the static world, this was handled with respawn times.
