How can this not be a bug? You pay AA points to get more potion slots, they can't take this away just because you upgraded your waist item!
This isn't taking away your AA-bought potion slot. One tier of belts doesn't have an additional potion slot, so when you wear those belts you don't have that extra potion slot. If you later get a belt from Tier 7 or above, you get a potion slot.
