There is a command I can run that shows all drops that that NPC thinks it can drop. I ran it, on live. The NPCs think they can drop it. If this command shows it, the NPC really does have a chance to drop it.

Does that show their standard loot table or things that can get injected upon death as well? (ie, having to have the quest)
, so I'm supposing that the guess that any of the Nthborn can drop this is probably correct. Although, with their long respawn and what must be a miniscule chance to drop, this isn't looking very hopeful for any of us. If a Fallen Shard of Relic or Cape of Echoes drops instead of the belt, I'd probably cry like a little girl.
