This will be showing up in the more official areas soon, but we had to extend the downtime today by another two hours. QA found a problem that wasn't present on our staging environment and we're checking the fix right now.

And to answer the question of why different places are updated at different times, it's because different teams are in charge of them. EQPlayers and the patch window are managed by the community team. The Network Status page is managed by the operations team. We (the developers) don't have direct access to them. We do have direct, immediate access to the welcome screen, which is why it generally has the most up-to-date information. Ops has people here around the clock, so they can update the network status page relatively quickly. Community does not have people staffed 24/7, so occasionally there is some lag time between when we change something and they're able to post it.

Basically, we do what we can to keep you informed... but if something changes rapidly there's not always the ability to update every information channel immediately.
