They can have particles at the time art creates them. We have just been very "stingy" with them. Additionally there is the fact that so many players turn particles off, some people have not felt like it is not worth putting them on weapons. I have decided to go ahead and do it on future HIGH END weapons. There will still be many weapons made without particles.

We do *not* have the ability to "add them later" though. It is just not part of EQ code. I am sure it could be added to code... but it is not something we feel is worth putting other code priorities aside for.
