This happened to me again last night and I made sure to note what I'd done.

1. Logged into game

2. Clicked fabled jboots

2. Ran across PoK to the library to turn in a spectral parchment

3. Turned in spectral parchment and received spell successfully

4. Right clicked on the same spell merchant to sell items, but merchant window wouldn't open

5. Ran to other merchants in the general area. Merchant window wouldn't open for any.

6. Attempted to cast pet spell. Icon on spell bar would highlight and depress for a second, but spell would not cast.

7. Clicked fabled jboots again and they successfully casted

8. Was then able to open merchant windows and cast spells from my spell bar.
