Yes, in fact it would. Until some classes were reined in on their completely out of line burst DPS, we didn't want to make other changes. This one was INCREDIBLY important to the overall health of the game.

Nobody LIKES when their output is reduced, even if they know it's coming and even if they agree it's needed. We get that. Fact is, this is one that needed to be fixed before we went forward with anything else. If we wait 4 months, 6 months, 5 years, SOMEONE is going to say "You could have waited until X date".
