All_Maps and the rating system

I downloaded the all_maps just now, it had 9/22 9/23 dates listed. One of the new TSS maps, crescent, has two uploads. The first upload is major busted and has no rating on it. The second upload looks good and has a 5 rating. Both have been available since 9/16.

So if both maps have been available for a week, the broken one is rated 0, the good one is rated 5... why is allmaps picking up the broken one still?

Is there a fundamental flaw in the map selection algorithm for allmaps?
