Yes, those are the items.
We are putting the non-visible tier 4.5 (Discord and Tower) loot on the hard raids. Yes, the loot is pretty darn good for the difficulty. However, it's going to drop slowly. Also, each raid is only going to drop a few (maybe one) pieces, so you'll have to move up to the harder hard raids to get different gear.
That's the plan as it is now.
