The test server is NOT down. The heart of the matter is that in today's patch to true up the client with the same code as what's currently running on live we did this client only "no down time" patch.
Unfortunately, when we do these kind of patches not all of our patch servers properly get updated all of the time. As a last resort you can try this link. You'll need to unzip it and put the file in your test client directory.
