The tiers do not matter so much for the slot 15 items, they just look for sets. This has been true for any slot 15 augs since SoF. As usual it works as long as the other pieces match the "chest"
The only semi issue is that cultural, even with raid seals, counts as group armor so only gets the 7% per piece mod. At this time I do not plan on changing this as altering that script would become demanding on the server. This may change, but not in the near future.
