I think I see the general thought.
The issue that keeps that from working well is classes with no mana mess things up. Either the coding is more difficult, or the no mana classes mess up the math. Either way, there is no current code to support that. Doesn't mean it cannot be created... but it is a bit messier than the Divine Arbitration, since everyone has health.
