That is the big question.

It would likely be for specific new things where the "easy" availability can be accounted for. And/Or nodes will be in dangerous places, thus keeping some of the difficulty.

We have had multiple ideas. It could have its "loot" set on spawn and each "harvest" gets one loot. It could have "x harvests" and generate it at harvest. It could "spawn" in random places like EQ2, or we could "replace" appropriate zone objects.
