We have no plans to put any of the "escape" teleports in anything available to all. The Gnomish survival suit people mention is of limited use because it always teleports people to the same location, even if it casts fast. Something that "escapes" in zone, is going to stay with the classes that have it already. And in general, most ports will stay slow cast for anything but the main porting classes.
The only plans we have had is to offer more "normal" (slow cast) ports through potions. We have not gone forward with those yet, but they may be added at some point.
