I'd like to address the comment that you can use the same skeleton for the races.. Simply put.. you cannot. Not if you want them to have any character at all. We did that at Sigil with Vanguard PC models, and most of us hated the idea. The 'unibody' as it was dubbed stripped any sort of uniqueness out of the models between races. They looked like puppet heads on top of the same body, because they were.

Now.. if the models have different skeletons, then not only to all the animations need to be made per model, but so do all the attachments. A BP is not just a BP. It has to be then a specific race BP to fit correctly. Now the textures need to be made to fit each unique BP, and so on and so on.

Like Aristo says.. We all want new PC models.. BADLY. Every single one of us on the dev team wants them. It literally comes up at EVERY SINGLE MEETING where we're discussing things moving forward.
