Just to clarify more things:
You can only change to a deity that is allowed by the new race.
It doesn't reset any factions, so if you've spent your career killing dark elves, and change to a dark elf, you will still likely be hated by other dark elves.
I does give you the starting letter for your new race, so I believe you should be able to turn that in and proceed down the Drakkin breath weapon quest line. But I have not tried that personally.
