yup. What people are saying is correct.
for the purposes of gaining skill your base skill is checked.
for success on the combine, your modified skill is checked
when you make a combine that has a chance to gain you a skill, you have a better chance to gain a skill on success than on a failure.
The higher your int OR wis (or skill specific primary stat, which only a few skills have) the closer that chance to gain a skill on failure gets to your chance to gain a skill on success.
for "easy" tradeskills (research is the "easiest") this caps out at a reasonable level.
the the harder tradeskills (alchemy, poison making, fletching) you have to have a VERY high stat to max this.
Then as mentioned, if you ahve a tradeskill trophy, it has its OWN rules to leveling.
