If there were no 8's that have weapons damage, I might agree with you. Other than epics, there should be no weapons with a 4 and an 8... or any weapon with a 4 and an 8 needs to have 8 damage removed from its BASE damage an assume that players will always put in the high damage slot 8 aug.
Weapons are made with only one + damage aug in mind, not 2.
I can see a 4 and 7 and a 7 and 8, but not a 4 and 8.
