Yes. The DPS increase is not huge. It is not intended to be huge, but it is intended to be more than you had before, which as people mentioned was nothing.

Yes, it may need ajustment, which is most likely to go in the proc rate, since casting rates are different than melee rates.

for melee the weapon is their main damage, stats and a little damage from the proc. And they do a little damage from spells.

You can say melee get large damage from discs, but much of that is improvement to their melee damage in some way and is very often bound to the weapon damage, which is why the weapons damage stats are important to them. This is not the "little damage" from spells I am speaking of. I am speaking of the few discs, or if hybrids... spells themselves, that do damage (with SK's and Rangers being an odd ones getting decent damage from spells as well)

The new weapons, for caster are intended:

for casters the weapon is a small amount of damage, stats and a little damage from the proc, and main damage from spells.

So these cast proc for a small amount of damage fit in that same area they they do for melee, a small amount of extra damage in a slot you are likely to get anyway. For melee they got it for damage, for casters you got it for stats, but the "small extra damage" part was woefully lacking.

Also, most caster have much higher crit rate and crit mods then melee, so that "same" 250 or 300 per proc is more on average. Focuses are not as likely to hit simply because procs are 0 mana, and many focuses look for at least 10 mana. But those focuses without a mana min will work with the procs as well, further increasing the amount of damage.
