Let me partially retract what I said about the filter not tagging "people". It does watch for people that go over a certain threshold of spam messages in a given period of time. These people can be flagged as spammers for a 24 hour period (such that everything they say will be flagged as spam).
Also, guild chat is not filtered for spam. I am considering whitelisting anyone on your friends list or in your guild.
We had some issues over the last week with some of the back-end processing where it wasn't properly updating the spam database with "spam" and "not spam" reports. These should be taken care of now. So hopefully the incidence of mis-tagged spam flagging will go down.
