Thought traditionally the Cultural Armor was weaker than its Equvilent Raidng Counterpart as you could get the foci you needed when you needed them. I suppose that isn't really the case anymore with that, but you can still make pieces before you would get them normally (like making a BP before you kill the BP mob, or making Leggings before you kill the legging mob).
Focuses will still be a concern. They are still a step behind.
