It's also important to note that many npcs can be spawned from the same file at once. All of Blackburrow's "a_gnoll" NPCs come from a single file.
Aritso is correct in that it is "possible" NPC. These are ones that normally spawn. It does not mean that they were actually up. It means that they have entries that will allow them to be up.
I did count by individual zone entries though, not NPC files.
I also did not dig into zone scripts and such things that may make more NPC's spawn than was found. SO it is possible there are more.
