That's not a bug, it's just annoying. Many debuffs overwrite certain buffs (this one also overwrites my [paladin] self-shielding buff). There is a debuff that the ra'tuk cast that overwrite my haste click.

Unless there is some data missing, that spell has had the AC debuff in that same slot since the expansion went live. Does it suck? Of course. Not a bug, though.
Correct. This is not a bug, and probably working as intended. That zone is INTENDED to have very mean NPC's
