Sorry for the late reply on this, but most times when the patcher won't finish downloading it's because your computer has one of the files locked that the patcher wants to update. This is usually caused by keeping the client running while trying to patch, but I've seen it happen due to a crash or other errors.
As you found, in most cases a reboot will fix the problem if closing all instances of EQ doesn't.
